dc.description.abstract The last decades both natural and anthropogenic factors more and more influence on the natural resources utilization (on the land, waters) having generally impact on the environment. The Republic of Moldova in the case of this great problem is not an exception. In our Republic the given problem it is also being worse inclusively because of unfolded economic and social reforms. More and more water pools become private property. The waters stock is more and more utilized for irrigation. The drinking water becomes a vital necessity. At present it is necessary to recognize that both the information system (waters cadastre) and legislative frame in waters area is poorly developed. For Moldova Republic with limited conditions of atmospheric rainfalls the problem actuality increases. An important aspect is represented by the evidence of climatic changes results. The more intricate are the climatic conditions more raised the temperatures and in steady the atmospheric rainfalls the more necessary is the analysis of the created situation, the analysis of the created situation, the motorizing of waters stocks and the necessity of an information system of waters cadastre. The given problem is more and more often discussed at every international forms (Melbourne 1994 Congress, 7th Commission, workgroup 7.1 etc.). The European Union by Frame Directive concerning the water, launched concrete actions to European countries. Thus it remains the introduction in practice of the new standards and legislative previsions according to UE requirements, being inclusive for Moldova Republic too. en_US
